New Castle Area School District is a public school district located in Lawrence County, Pennsylvania. The district serves the city of New Castle and Taylor Township. New Castle Area School District encompasses approximately . According to 2007 local census data, it served a resident population of 26,464. New Castle Area School District received more than $27.7 million in state funding in school year 2007-08. In the 1960s the District operated eight elementary schools serving a population of 9,000 students. New Castle Area School District operates: Croton Pre-Kindergarten, Harry W. Lockley Kindergarten, Thaddeus Stevens Primary, West Side Primary, John F. Kennedy Primary, George Washington Intermediate Elementary, and New Castle Junior/Senior High School. ==Governance== New Castle Area School District is governed by 9 individually elected board members (serves without compensation for a term of four years.), the Pennsylvania State Board of Education, the Pennsylvania Department of Education and the Pennsylvania General Assembly.〔Pennsylvania Public School Code Governance 2010〕 The federal government controls programs it funds like Title I funding for low-income children in the Elementary and Secondary Education Act and the No Child Left Behind Act, which mandates the district focus resources on student success in acquiring reading and math skills. The Superintendent and Business Manager are appointed by the school board. The Superintendent is the chief administrative officer with overall responsibility for all aspects of operations, including education and finance. The Business Manager is responsible for budget and financial operations. Neither of these officials are voting members of the School Board. The Commonwealth Foundation for Public Policy Alternatives Sunshine Review gave the school board and district administration a "C-" for transparency based on a review of "What information can people find on their school district's website".
